Job Summary
AlliedUP is seeking an experienced Human Resources Manager to oversee day-to-day HR operations within a mission-driven healthcare organization. This hands-on leadership role is responsible for managing employee relations, leave administration, HR compliance, performance management, employee records, and HR operations while partnering with leadership to support organizational goals.
The ideal candidate brings strong healthcare HR experience, is highly organized, and is comfortable balancing strategic HR initiatives with day-to-day operational responsibilities. This role requires an individual who can lead HR processes, ensure regulatory compliance, support managers, and foster a positive employee experience within a fast-paced, community-based healthcare environment.
Key Responsibilities
Human Resources Operations
- Oversee daily Human Resources operations and ensure efficient HR service delivery across the organization
- Maintain employee personnel files, HR records, and documentation in compliance with federal, state, and organizational requirements
- Develop, update, and implement HR policies, procedures, and best practices
- Monitor HR metrics and prepare reports for executive leadership
Employee Relations & Performance Management
- Serve as a trusted advisor to managers and employees on employee relations matters
- Provide guidance on performance management, coaching, corrective action, investigations, and conflict resolution
- Partner with department leaders to support employee engagement, retention, and organizational culture
- Ensure consistent application of HR policies and employment practices
Leave Administration & Compliance
- Oversee administration of employee leaves of absence, including FMLA, CFRA, ADA accommodations, and related documentation
- Ensure compliance with federal, state, and local employment laws and healthcare regulations
- Support workers' compensation administration and return-to-work processes
- Lead HR compliance audits and maintain regulatory documentation
HRIS, Payroll & Reporting
- Oversee HRIS data integrity and employee record management
- Partner with Payroll to ensure employee changes, reporting, and documentation are processed accurately
- Utilize Microsoft Excel and HR systems to generate reports, analyze workforce data, and support operational decision-making
- Monitor HR dashboards, compliance tracking, and organizational reporting
Leadership & Team Development
- Provide leadership, coaching, and support to Human Resources staff
- Establish departmental priorities, workflows, and performance expectations
- Lead onboarding initiatives, staff development, and continuous process improvement efforts
- Collaborate with executive leadership to support workforce planning and organizational initiatives
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or a related field, or equivalent combination of education and experience
- Five or more years of progressive Human Resources experience, including leadership or management responsibilities
- Healthcare Human Resources experience required
- Experience managing employee relations, leave administration, HR compliance, and performance management
- Strong knowledge of California employment laws, FMLA, CFRA, ADA, wage and hour regulations, and HR best practices
- Advanced Microsoft Excel and Microsoft 365 skills (Outlook, Teams, Word, SharePoint)
- Experience with HRIS platforms and payroll systems (Paychex experience strongly preferred)
- Excellent leadership, organizational, communication, and problem-solving skills
- Ability to manage multiple priorities while maintaining exceptional attention to detail
Preferred Qualifications
- Experience working within a Federally Qualified Health Center (FQHC) or community-based healthcare organization
- Experience supporting unionized workforces and collective bargaining environments
- Professional HR certification such as PHR, SPHR, SHRM-CP, or SHRM-SCP
- Experience leading HR process improvement initiatives and compliance programs
