Human Resources Generalist – FQHC Community Health (Oakland, CA)

Contract-to-Hire | AlliedUP Cooperative
Location: On-Site West Oakland (this is not a remote position)
Pay Rate: $39 per hour

AlliedUP Cooperative is seeking an experienced Human Resources Generalist to support a Federally Qualified Health Center (FQHC) serving the Oakland community. This Contract-to-Hire position is ideal for an HR professional passionate about people, process improvement, and advancing health equity.

The HR Generalist oversees key HR functions including employee relations, benefits, payroll, leave management, onboarding, credentialing, and HRIS administration (Paychex). The role partners with leadership to ensure compliance with labor laws, uphold union standards, and foster an inclusive, community-focused workplace.


Key Responsibilities

  • Administer benefits, payroll, and leave programs (FMLA, CFRA, disability, etc.).

  • Support employee relations and labor compliance in a unionized healthcare environment.

  • Maintain accurate employee data and reports using Paychex HRIS.

  • Oversee onboarding, offboarding, and provider credentialing.

  • Assist with performance management and HR compliance audits.

  • Collaborate with leadership to strengthen engagement and workforce development.


Qualifications

  • 5+ years of HR experience (healthcare or FQHC preferred).

  • Strong knowledge of California labor laws, FMLA, ADA, and collective bargaining agreements.

  • Proficiency with Paychex or similar HRIS/payroll systems.

  • Excellent communication, organization, and problem-solving skills.

  • Commitment to equity, inclusion, and community healthcare excellence.


Education Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field and 5+ years of HR experience; OR

  • Associate’s degree and completion of an HR Certificate Program with 7+ years of experience; OR

  • High School Diploma and 10+ years of progressive HR experience.
