We are seeking a proactive, detail-driven HR & Payroll Administrator who thrives in a fast-paced environment and is passionate about accuracy, compliance, and high-quality support for employees and partners.
The HR & Payroll Administrator plays a critical role in core HR, payroll, and administrative functions, including payroll processing, employee record management, union reporting, co-op membership tracking, and coordination with our outsourced HR partner. This role requires exceptional accuracy, confidentiality, and strong communication with employees, clients, vendors, and internal leadership.
Key Responsibilities
Payroll Process Management
- Verify daily time & attendance for healthcare workers; monitor clock activity and resolve missing punches.
- Communicate with client supervisors and internal teams regarding timecard discrepancies, approvals, and payroll adjustments.
- Ensure payroll entries—including shift differentials, PTO, reimbursements, and adjustments—are accurate and compliant with the Collective Bargaining Agreement.
- Review semi-monthly payroll for internal staff, ensuring all withholdings and variable compensation are correct.
- Maintain payroll GL templates and prepare payroll journal entries for Finance.
- Complete pre-payroll and post-payroll audits to ensure accuracy.
- Respond to employee payroll inquiries and coordinate resolution with the outsourced HR partner.
- Serve as primary liaison with outsourced HR and other external vendors.
- Create new hire payroll and personnel records; ensure completion of onboarding requirements (I-9, tax forms, direct deposit, handbook acknowledgment, etc.).
- Process eVerify for all new healthcare worker and internal hires.
- Maintain accurate and compliant employee files and digital records.
- Host new hire orientation, including timesheet training for staffing employees.
- Review monthly benefit statements; support benefits questions and workers’ compensation case coordination.
- Assist client supervisors with training on timecard approval processes and system usage.
- Support termination processing, offboarding coordination, and final pay compliance.
- Assign and monitor required new hire training (HIPAA, harassment prevention, etc.).
- Prepare and submit monthly workers’ compensation payroll reporting.
- Prepare weekly client invoices based on approved timecards.
- Record invoice activity in the GL; support outreach on aged receivables.
- Receive and enter vendor bills in Bill.com and coordinate approvals.
- Support month-end close activities, including payroll journal entry preparation and reporting.
- Provide administrative assistance with grant tracking and reporting.
- Generate weekly workforce and payroll metrics for the CFO and leadership team.
Co-Op Membership Tracking & Reporting
- Send new member invitations and maintain the cooperative membership roster.
- Track member receivables and payment activity.
- Support improvements to membership tracking processes and systems in collaboration with the CFO.
Union Reporting & Compliance
- Prepare and submit monthly union reports, including membership, dues, and required remittances.
- Complete Ed Fund reporting and submissions.
- Recommend opportunities for workflow automation and system enhancements.
Required Qualifications
- Minimum 2 years of payroll and HR support experience; staffing or healthcare staffing.
- At least 1 year of experience with ADP Workforce Now or similar payroll system.
- Strong knowledge of California labor laws, payroll regulations, and meal/rest break compliance.
- Exceptional attention to detail, accuracy, and follow-through.
- Highly organized with the ability to manage multiple priorities under tight timelines.
- Advanced proficiency in Microsoft Excel (VLOOKUP, pivot tables, reconciliations).
- Strong analytical skills and comfort working across multiple systems and tools.
- Ability to handle confidential information with professionalism and integrity.
- Strong written and verbal communication skills; able to collaborate effectively with supervisors, clients, and employees.
- Experience with Union Employers
- Familiarity with healthcare staffing
- Exposure to general liability, workers’ compensation, or insurance administration.
- Experience with Bill.com, Bluesky, Sage Intacct, or similar finance tools
